O’Connell,acanonlawyer,succeedsthe77-year-oldBishopEdwardB.Scharfenberger,whohasbeenbishopofAlbanysince2014andwhoseresignationwasacceptedbyPopeLeoonOct.20. The61-year-oldO’ConnellhasservedtheArchdioceseofBostonasanauxiliarybishopsince2016.HehasalsobeenvicargeneralandmoderatorofthecuriasinceDecember2022.  TheDioceseofAlbanyservesapproximately300,000CatholicsinthecapitalcityofNewYorkstateandthesurroundingarea. Scharfenbergerannouncedearlierthisyearthatthediocesewillundergoaplanninginitiativeinresponsetoa“financialandmaintenancecrisis”thatcouldresultintheclosureofuptoone-thirdofits126parishes.
